“Bridging Opportunities: Increasing Provincial Nominations for Skilled Workers in British Columbia and Ontario”

More immigration candidates have received nominations through their Provincial Nominee Programs (PNPs) in British Columbia and Ontario. Two different draws were held to choose candidates based on their professional experience in in-demand industries within the Canadian economy, or based on a combination of their skilled job experience and fluency in both English and French. Note: Every PNP rates candidates’ eligibility for immigration using a unique scoring system. It is not appropriate to compare these scores between PNPs. Discover if You Are Eligible for Canadian Immigration Results of provincial immigration, September 21–27 British Columbia Through the Skilled Worker, International Graduate stream, the British Columbia PNP (BCPNP) solicited a minimum of 146 applications on September 24. Because of their professional background and the need for open posts in the province, candidates were invited. Candidates’ initiation counts and cut-off scores were determined by their level of professional experience and were as follows: Draw Type Minimum Score Number of Invitations Childcare 83 42 Construction 89 22 Healthcare 99 24 Tech 117 57 Veterinary Care 80 <5 A route to permanent residence (PR) in British Columbia is provided by the Skilled Worker, International Graduate stream, which is open to recent graduates from qualifying Canadian post-secondary educational institutions. Candidates must have a full-time work offer from a company in the province and have finished a degree, diploma, or certificate within the last three years in order to be eligible. A National Occupation Classification (NOC) category 1, 2, or 3 for Training, Education, Experience, and Responsibilities (TEER) must apply to the position. In addition, candidates must be competent for the role, meet the language requirements, have a wage offer that complies with British Columbian standards, and exhibit financial self-sufficiency. The International Graduate stream is an improved provincial immigration stream since it offers the option of Express Entry British Columbia (EEBC). Enhanced provincial paths give candidates in the federal pool the chance to be nominated by a province, which results in an extra 600 Comprehensive Ranking System (CRS) score points. These pathways are in line with Canada’s federal Express Entry system. The Ontario Through the French-speaking skilled worker stream, the Ontario Immigrant Nominee Program (OINP), Ontario’s PNP, sent out 243 notices of interest (NOIs) to prospective immigrants on September 26. Candidates had to score between 290 and 445 on the CRS in order to be invited. The Ontario provincial government may nominate qualified foreign workers for permanent residency in Canada under the French Speaking skills Worker stream if they meet the requirements, including having the required skills job experience, language fluency (both French and English), and education. In order to qualify, candidates must have an Ontario NOI and have a current Express Entry profile before submitting an online nomination application. “Ontario and BC Nominate New PNP Candidates: Your Path to Canadian PR!”

Provincial selections for the Ontario Immigrant Nominee Program (OINP) and the British Columbia Provincial Nominee Program (BCPNP) were held this week for each program’s respective PNPs. The selection of candidates was based on their work history, language skills, and professional experience. Discover if You Are Eligible for Canadian Immigration Results of provincial immigration (August 31–September 6) The Ontario The OINP conducted a draw for skilled workers who speak French on September 5. Candidates with scores in the range of 290 to 393 on the Comprehensive Ranking System (CRS) received 96 Notifications of Interest (NOIs) from the province. The French-Speaking Skilled Worker Stream is for French-speaking skilled workers who want to settle in Ontario. To be eligible, candidates must qualify for the federal Express Entry pool through the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC), meet specific work experience and language proficiency requirements, hold a recognized degree, intend to reside in Ontario, and demonstrate sufficient settlement funds. Candidates cannot apply directly and must first receive a NOI Ontario to proceed with their permanent residence (PR) application to Immigration Refugees and Citizenship Canada (IRCC). British Columbia On September 4, the BCPNP conducted two provincial nominee lotteries using various channels. A general selection was made for the Entry Level & Semi-Skilled, International Graduate, and Skilled Worker streams in the first draw. With the exception of the Entry & Semi-Skilled stream, which needed a minimum score of 110, the draw sent invitations to 75 candidates who scored at least 128. The second draw was a focused selection process via the International Graduate and Skilled Worker streams for applicants with prior expertise in important sectors of the British Columbian economy. The following is a breakdown of this draw: 31 candidates with professional experience in childcare needed a minimum score of 83 to be invited; 33 candidates with professional experience in childcare needed a minimum score of 89 to be invited; 19 candidates with professional experience in childcare needed a minimum score of 99 to be invited; and At least one candidate with professional experience in childcare needed a minimum score of 80 to be invited. Closure of the Saskatchewan Hard-to-Fill Skills Pilot 31 candidates with professional experience in childcare needed a minimum score of 83 to be invited; 33 candidates with professional experience in childcare needed a minimum score of 89 to be invited; 19 candidates with professional experience in childcare needed a minimum score of 99 to be invited; and At least one candidate with professional experience in childcare needed a minimum score of 80 to be invited. Closure of the Saskatchewan Hard-to-Fill Skills Pilot The Saskatchewan Immigrant Nominee Program (SINP) Hard-to-Fill Skills Pilot has been permanently closed as of August 30, 2024. After this date, no more employment approval forms or applications will be received. Applications that have already been filed and have a current Candidate-Specific Job Approval Letter will still be handled through to the end. The closure is intended to improve settlement outcomes and expedite immigration procedures. There are still open program categories under SINP, and potential applicants have access to alternate routes. On September 6 and 11, 2024, the SINP will provide information sessions on substitute choices. Newcomers are nominated for provincial immigration by Ontario, British Columbia, Manitoba, and Prince Edward Island.

This week, four provinces issued nominations for immigration candidates through their respective Provincial Nominee Programs (PNPs). Candidates were invited through economic streams that chose candidates based on their education, employment, professional skills, and more. Read on for a province-by-province breakdown of results for this week. Discover if You Are Eligible for Canadian Immigration Provincial immigration results: July 13-19th, 2024 Ontario This week the Ontario PNP (OINP) held four different provincial immigration draws under its economic immigration streams. The first draw occurred under the Employer Job Offer: In-Demand Skills stream. The OINP issued 265 invitations to apply (ITAs) to candidates who had a score of 35 or above, in a general draw. On the same day the OINP held a draw under the Employer Job Offer: International Student stream. The draw occurred in two parts, as the PNP first issued 424 invitations to candidates who had a job offer in a selected healthcare occupation and a score of 81 or more. In the second part of the draw (under the same stream), the OINP issued 839 invitations to candidates who had a job offer in a “other priority occupation”, and a minimum score of 77. The third draw occurred on July 16th, under the Employer Job Offer: Foreign Worker stream. The OINP issued five invitations to candidates who qualified under the federal Economic Mobility Pathways project. Lastly, on the 18th of July, the OINP held an Express Entry aligned targeted draw, issuing 1,240 ITAs under the Express Entry: Human Capital Priorities stream. The draw targeted candidates who worked in a healthcare occupation and had a minimum score between 425 and 444. BC, or British Columbia Five targeted draws were held on July 16th by the British Columbia PNP (BCPNP) under the Skilled Worker, International Graduate (which includes the EEBC option) stream. Candidates with professional expertise in various in-demand occupations and minimum cut-off scores were the focus of the PNP. Candidates received at least 68 invites in all. Below is a breakdown of the minimum scores by kind of draw: Candidates invited in the childcare worker’s draw required a minimum score of 94 to be invited; Candidates invited in the construction worker’s draw required a minimum score of 95 to be invited; Candidates invited in the healthcare worker’s draw required a minimum score of 104 to be invited; Candidates invited in the tech worker’s draw required a minimum score of 122 to be invited; and Candidates invited in the veterinary care worker’s draw required a minimum score of 80 to be invited. Manitoba The PNP (MPNP) of Manitoba staged two immigration drawings this week under two distinct streams. On July 18, the International Education stream held its first draw. 109 applicants who satisfied the stream requirements were invited by the province. The MPNP conducted a draw for the Skilled Worker Overseas stream that same day. Letters of advise to apply were sent to 52 candidates who said they were invited under a strategic recruitment initiative (by the MPNP) and had at least a 645 score. Of the 161 letters issued this week in total, 16 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code. Prince Edward Island (P.E.I.) On the 19th of July, the Prince Edward Island PNP (PEI PNP) issued invitations under two of its streams. The PNP issued 84 invitations under the Labour and Express Entry streams. More specifically, invitations were issued to individuals in the healthcare and construction sectors, those with work permits that are expiring before end of the year (in the manufacturing and professional services sectors) and applicants in the International Graduate stream with work permits expiring before end of 2024. Provincial immigration nominations are issued by Manitoba and British Columbia.

Invitations to apply (ITAs) for immigration have been sent out by Manitoba and British Columbia via their respective Provincial Nominee Programs (PNP). Through streams designated for skilled workers with expertise in critical employment fields, a job offer from the province, or prior academic coursework in the nominating province, candidates were solicited. Discover if You Are Eligible for Canadian Immigration Results of immigration, May 3–May 10   Note: The processes used by various PNPs to rate applicants for immigration are unique. Therefore, it is not appropriate to compare the cut-off scores for immigration drawings in one PNP with those from PNPs in other provinces. Furthermore, certain provinces may refer to ITAs using different words (like “Notifications of Interest” or “Letters of Advice to Apply”), although they all refer to the same type of invitation. BC, or British Columbia   Through the British Columbia Provincial Nominee Program’s (BCPNP) streams for skilled workers and international graduates (which includes the Express Entry British Columbia (EEBC) option), at least 77 individuals were invited by British Columbia. Those with qualifying professional expertise in the BCPNP target industries (veterinary care, childcare, construction, healthcare, and tech) were encouraged to apply for the posts. Each draw had different minimum scores, with the following cut-offs: Cut-off score for childcare draws: 90; Cut-off score for construction drawings: 93; Score threshold for healthcare draws: 100; Cutoff score for Tech Draw: 120; and Cut-off score for veterinary care draws: 80. Those who have just graduated within the last three years from an approved Canadian institution or college are the target audience for the International Graduate stream, which also includes the EEBC option. To be eligible for this stream, a job offer from a B.C. employer must be secured. The stream is an improved PNP stream that is compatible with the federal Express Entry system, as shown by the “includes EEBC option.” This implies that the BCPNP may extend invitations to qualified applicants in the Express Entry pool to immigrate and establish themselves in the province via this stream. Manitoba This week, 371 individuals were invited by Manitoba via the Manitoba Provincial Nominee Program (MPNP). Three distinct streams of candidates were solicited, along with a draw tailored to a particular occupation. A selection process focused on profiles indicating current employment in occupations where there is a high labor shortage in the province was used for the initial draw. Candidates with experience in the following 18 National Occupation Classification (NOC) codes* were awarded ITAs: 72024 – Supervisors, operators of motor vehicles and other ground transportation; and 73301 – Transportation operators, including bus drivers and subway operators. * Canada’s national system for defining and classifying various employment in the nation’s labor market is known as the NOC system. 242 qualified applicants were called to the second draw, which was an all-program selection held under the Skilled Worker in Manitoba stream, which consists of the Employer Direct Recruitment and Manitoba Work Experience paths. To be invited, candidates had to receive a minimum ranking score of 836. The International Education Stream invited 76 qualified candidates for the third draw. Graduates from Manitoban institutions who fit the demands of the province’s labor market are invited to apply for the International Education Stream. The International Student Entrepreneur pathway, Graduate Internship track, and Career Employment pathway are all included in this stream. The last draw, which included 35 applicants with a minimum ranking score of 698, was held under the Skilled Worker Overseas stream. Candidates from overseas with professional expertise and in-demand skills can nominate themselves for immigration to Manitoba under the Skilled Worker Overseas stream. The Human Capital pathway and the Manitoba Express Entry pathway make up the stream. Sixty-six of the 371 invited individuals indicated they had a valid Express Entry profile and a valid job seeker validation code. Ceremony for Citizenship   An applicant for citizenship in Canada is required to attend a citizenship ceremony upon approval.
